With reduced public transport services and social distancing likely to deter people from using it anyway, preventing gridlock on the roads will be a priority。

So governments across the continent have been coming up with innovative ways to encourage people to walk or cycle instead。

世界卫生组织此前也曾发布了一份技术指南:“在可行的情况下,考虑骑自行车或步行,有助于民众保持距离、避免群聚性感染,同时有助于满足日常体能活动的最低需求。”

丹麦、荷兰或许可以成为推广骑行的“借鉴对象”:在丹麦首都哥本哈根,每天有一半的通勤者都骑自行车出行;在荷兰,也有着庞大的自行车车道网络。

The World Health Organization(WHO) has been encouraging the shift:“Whenever feasible, consider riding bicycles or walking: this provides physical distancing while helping to meet the minimum requirement for daily physical activity。”

The benchmarks are Copenhagen, the capital of Denmark, where half of the daily commuters are cyclists, and the Netherlands, with its vast network of bike lanes。

英国:“骑车出行”一揽子计划

英国交通大臣格兰特·沙普斯5月9日公布了一项价值20亿英镑(约合人民币175亿元)的一揽子计划,用于鼓励民众骑自行车和步行出行,并宣布未来会将这两种出行方式“置于政府交通政策的核心”。一揽子计划中部分资金将会用于提升骑行和步行的基础设施建设,包括拓宽人行道、修建自行车专用道等。

沙普斯还表示,政府还将推出一项全国性活动,计划在2025年前使上路的自行车数量增加一倍。

The British government is encouraging people to cycle or walk to work as much as possible when the country‘s lockdown is eased。

At a press briefing on Saturday Transport Secretary Grant Shapps announced a two-billion-pound package to put cycling and walking“at the heart of” the country‘s post COVID-19 transportation plan。And 250 million pounds of the package will be used to improve cycling and walking infrastructure, including building wider sidewalks and the introduction of cycle-only streets。

The government will also put forward a national cycling plan in June to double cycling by 2025, said Shapps。

意大利交通部部长保拉·德·米凯利日前宣布,为了鼓励替代性出行并缓解公共交通压力,政府将为民众提供500欧元(约合人民币3842元)的补贴,用于购买自行车。

目前这一举措只针对居住人口超过5万以上的大城市。除了购买自行车,居民也可申请补贴用于购买滑板车、平衡车等代步工具。

法国能源和交通部日前宣布了一项总额2000万欧元的资金计划,以鼓励法国民众在5月11日全国“解封”后骑自行车出行、缓解公共交通压力。

按规定,每人可报销50欧元自行车修理费;雇主们也将得到政府资金支持,为骑自行车通勤的员工提供400欧元的交通补贴。

此外,这一计划还将提供专门的款项,用于建设自行车临时车道、设立自行车停车位、资助自行车训练课程等。

The French government has asked people to ditch their cars and use bicycles to commute to work when the full COVID-19 lockdown ends on May 11。

An initiative from the energy and transport ministry includes developing temporary bike lanes and up to 20 million euros worth of subsidies towards the cost of repairs。

People will be allowed up to 50 euros for repairs by sponsored mechanics whilst employers are supported to cover up to 400 euros of travel costs of staff who commute by bike。

The plan also includes an increase in bicycle parking spaces and training for people who haven‘t ridden for a while to get them back in the saddle。

在德国柏林,汽车交通因疫情限制而减少。市政部门于是重画道路标识,适当减少汽车车道面积,扩充临时自行车道。

这一措施旨在满足疫情期间安全骑车的需求,帮助骑行者们保持规定的1.5米“社交距离”。

In Berlin, the Friedrichshain-Kreuzberg council has painted yellow lines on some roads to reduce the space for car lanes, allowing them only for bikes。

“As a cyclist, you should be well protected during this pandemic,” said Berlin Roads and Parks Department official Felix Weisbrich。“When you pass other bikers you need to be at least one-and-a-half-meters away from them。” He added。
